I'm wondering if somebody could help explain this one to me. I'm a bit confused as to why a commemorative coin has seemingly been issued for people dying?

The coin was launched to raise funds for the Hillsborough Family Support Group.

As far as I am aware it bears the names of all 96 victims on one side.

I see, makes more sense now. I assumed it probably was a fundraising item but there's not much of a description on the item.
