Cost of printing a programme from a pdf

I’m hoping given the last couple of months someone might be able to answer this one. If I was to ask for a pdf to be printed into a programme professionally how much would it cost? And is this allowed? Specifically considering the Euro 2016 draw programme which is available free as a pdf. Thanks

Cost is quite high unless you do a large print run and secondly it's NOT allowed unless you pay a rather large license fee to either the club or publisher

(unofficially if you managed to produce 1 and not resell it, you might be alright)

Ok thanks someone is selling one for a tenner plus postage. Presumably what they are doing is illegal then? I am not sure how you would know if this was produced at the event in physical form
