I'd say its most probably an England Under 18's international, its definately not a full international.

I would suggest this is the qualifying for 1968 Great Britain and Northern Ireland Olympic football team.

It is in fact an under 23 international - probabbly the most common England away from the 1960s and worth no more than a couple of quid.
