If receiving a bid for a programme(s) on the offers section of your catalogue which involves cash + programmes, how do you value the programmes offered?

When I used to sell via offers myself, I used to value them at what I believed I could get when selling them on, always difficult if say you had been offered £20cash by bidder A ,and a prog worth between £10 and £30 from bidder B.

I usually came down in favour of the cash offer, unless the programmes offered were obviously worth a lot more than the cash.

What was the programme, and how much did the vendor think it worth? Don't forget though, it's not what they think it's worth, it's what you think you can get for it.
