Not sure 'major announcement' is the right place for something so trivial. Simply raise a case, leave negative feedback and carry on as normal. Ebay heavily favours the buyers, so not really an issue at all. You will get your money back you also leave a piece of feedback on the platform it happened, but I'm sure posting it here has helped you vent There is a forum just for ebay, that is where it should be posted

Good morning, i have just had a message from ebay stating that i will be receiving a full refund from pandadc10 within the next three days, just 15 days after the transaction.

Just shows you could have avoided the libelous allegations if only you had read and understood the messages I sent you
"You cancelled this transaction,your FULL refund will be issued once I speak to Ebay customer services about the seller NOT receiving a FULL refund."

You have not replied to my messages on Ebay it will be interesting to see if you manage to reply on this forum and apologise.
