I have seen some bad programmes in my time, but this has got to beat the lot. How on earth can it be worth anything? It's not rare, so you can't even use the old excuse, until a better copy turns up....Lets be honest, if a pre war programme turned up in this condition, i wouldn't pay 99p for it.
