Hi can you help? Or at least explain what is going on.
I recently purchased a nice item from my wants list from a new ebayer
I paid immediately via PayPal and the transaction states complete in my status.
Problem is eBay has it down as payment pending and the seller is refusing to send the item until payment has 'cleared'.
Ebayer has said he won't send it and that he can cancel the transaction if necessary, but I want it!
My understanding is that it can take 21 days to clear?
What then happens if the zero rated ebayer fails to send?
Do I lose my protection as I haven't raised the issue to PayPal/eBay in time?
Thanks for any advice or similar experiences?

Is it possibly a problem at his end, not got his bank/card details verified yet or something like that. Sounds like you've done everything you can at your end (by sending payment). I've had similar cases when people have changed their PayPal details, it's taken a few days to clear but gone through ok in the end.

I had a similar issue and the guy was not set up properly on Paypal. This although he was asking for payment this way.

I ended up cancelling the payment and sending him a cheque.

Correct. Pay Pal retains funds for new customers for a period. I had this problem when I set up an account for the wife. Until all the formalities had been completed and they had verified her Bank details, they would not release any funds to her.

Yes, so as a result of Paypal preventing new customers receiving money until they are satisfied everything is legit, they are also penalising existing customers from receiving items timeously. Confused

True. Pay Pal have their "rules". It all depends of whether the new customer wants to complete the formalities. Perhaps they do not have a Bank account or having seen that Pay Pal deduct a fee he wants an easy way out and wait for a cheque or postal order?
