Post subject: paypal dispute |

bought a programme from someone's website on the 20th of last month and the same item was on ebay and he said he was away till the 21st of last month. so I bought it of his website as it was cheaper and was free postage. I have not yet got the programme so when should I start a paypal dispute |

You have 45 days from the date you made the payment to open a dispute then you have 20 days from the date the dispute was opened to escalate a dispute to a PayPal claim. |

Cheers mate that is worth knowing as I've recently sold an expensive watch on behalf of a relative to some one who has not picked it up from the post office after more than a month.
I was going to pay out after 45 days but she'll have to wait now. |

It's the other way round. They can claim their money back any time up to 180 days and unless you can show they have the item paypal will refund.
If they claimed after a week and escalated to paypal for a decision then they would refund unless you could show actual delivery.
Any claim can be made by the buyer for up to 180 days so keep any tracking info for that length of time. |

They are the same company for the moment , but are about to seperate again soon I seem to remember, E-Bay bought Paypal a few years ago now , but obviously there must be a differing of views somewhere .......or perhaps one person is more greedy than the other ??? who knows. . . a pound to a pinch of s**t the fees of BOTH will soon be going up again. . .  |

It's part of the paypal user agreement so if the dispute was via paypal then yes.
If the dispute is made via ebay then their rules apply and you can only use one method so if you open a dispute via ebay you can't do it with paypal and vice versa
It would be up to the buyer which method to use for the dispute. |
