I stand to be corrected but I think that's Johnny Carey of Man Utd and Jack Stamps of Derby presumably at the Baseball Ground. Reg Harrison was Derby's right winger. I can't help with a date but it must be pre 1953.

I will add some information on this photo but it may well be that another season will also have the potential evidence to put forward a claim to the date----after all, I do not follow either of the clubs and I do not know the answer nor do I claim to.
Accepting the players in the photo as named, I suspect the United keeper is Jack Crompton( who put that goal post in the way?). I agree with Peter with the era and the United player socks indicate it is 1940s.
Therefore, in taking into account the state of the pitch I am aiming my arrow at the !948/1949 season----at the Baseball ground on 18 December 1948 when United won 3-1 in front of 32,000 or was it 31,498----not sure about that either.
That is my contribution and, if nothing else, it does narrow it down.

That's not the Baseball Ground - if it is United v Derby, then the FA Cup semi-final at Hillsborough, 13.3.1948 would be my guess.

I think you're right about the venue mate, looks like a 1940s Hillsborough to me ...
