Any payment system based on received feedback is not worth a light for obvious reasons. Ebay will have to revisit this when sales figures fall, as they will.

Although I'm not using Ebay at present it seems that unless you send everything tracked which is not economically viable in many cases then
payment will depend on the buyers feedback so Ebay know it ...
