Has anyone had this problem
I sold a programme on ebay (one of hundreds) I've had minor problems like we all have. but this one takes the biscuit.
I have been told that the money which the buyer has transferred out of his account has gone into mine (so far, so good), but it's on hold until he has received the item.
So I have to spend extra on recorded or special delivery so that I can have a number saying that he/she has received it.
I have never heard of so much bollo)ks in my life.
Any ideas people Sherlock

That’s a new one on me, I thought the only way that could happen is if a dispute had been taken out via eBay.

Am afraid it has happened to me too.

Paypal would not release the money until either a) I was left positive feedback at Ebay, or b) there was a recorded delivery confirmation that the item had arrived at purchaser address.

Unfortunately the buyer had paid, gone on holiday, and not collected his item, so had to wait for two weeks till he returned, collected his item and left me positive feedback Sad

i would stop using ebay and paypal.More trouble that they are worth for a few pennies

If the item was not sent tracked and the seller had not given feedback would PayPal have kept your money ?

Good question, fortunately the buyer did leave feedback, but if he had not then I would have been snookered as the item was not sent by tracked delivery.
Am sure they are not allowed to hold on to the money, but as they are Luxembourg-regulated I have no idea what the precise legal position is.

Almost seems designed to make sellers use tracked mail in order to cover themselves.

I have never had this problem - yet!

Was there anything special about this item (high value)?

Does this Pay Pal policy apply to certain categories or this a random Pay Pal policy?

Haven't the foggiest why I was selected. It was a lowish price press photo, less than £20.
Unless they thought the pic was a fake or some other strange reason. Might have been an automated process gone wrong.
Seems they introduced this policy in 2012. There a good article all about it here.

"Payment holds can happen even to sellers with a perfect feedback and delivery record and an eBay membership that dates back years or even more than a decade. A hold does not mean that eBay is about to suspend you or that you're on a "blacklist" of some kind.

Payment holds last no longer than 21 days, and in some cases they may be shorter than this—holds can be lifted along the way as the status of the item is updated (when it's marked shipped and a tracking number is provided, for example, or when the tracking number reports delivery, or when the buyer leaves feedback for you). "

Thanks for the clarification.

The only plus is that it is a "hold" and the seller will get access to the money within 21 days regardless of any confirmation of delivery / positive feedback etc.
