Bobby Charlton on small metal disc?

Hello All,

I have been recently researching the following metal disc. it measures approximately 2 inches, and was purchased from a seller in Argentina.

It`s reverse is a plain metal finish. It is also magnetic.

It is numbered, so would appear to be part of a wider collection.

My instincts say World Cup 1970 in Mexico, maybe...

Or a Petrol Garage type promo item?

can anyone enlighten me?
