Can anybody advise what this brochure actually is?

Looks like an unofficial 'pirate' programme. Chancers would flog these outside grounds at unusually big games, where non-regulars wouldn't realise they weren't buying the official programme until they had handed over their money. Usually filled with vague info about the teams, although this one is more random than the average, giving the venor the opportunity to flog it at pretty much any ground around London as it features multiple teams.
