OK, I'm trying to pay the fee as a gift, but it's not letting me do it, it's requesting that either I pay the fee, or that Barrett pays it. Any idea what I'm supposed to do here?

Matthew, Click Send Money > Change to the "Personal" tab instead of the "Purchase" one > Select Gift??
