Stumbled upon this website which is the company which produces West Broms, Birminghams and Brentfords programmes and they don't charge a delivery cost.

Pretty good service as well, my old man is a West Brom fan and we have a subscription to their home programmes, also picked up the Birmingham homes in Europe from them. Programmes usually arrive day after the game (with the odd one arriving on the day of the game), never had any problems with them.
