Its Royal Daring Club Bruxelles v Athletic Running Club de Bruxelles match played on 27 September 1903.

Fair Condition.

Royal Daring Club Bruxelles are now known as Royal Daring Club Molenbeek.

Are there any Belgian Football experts / collectors out there?

The only Belgian I'm aware of is a seller on Ebay called Iris Heiremans.

called Serge Van Hoof,he deals in lots of rare Belgian items,

Yes indeed although rare and valuable are not the same thing so i guess its a case of trying to find someone who considers this item valuable. Your best bet would be trying to find a belgian or french or german sports memorabilia auction or try the belgian ebay.
