ebay "Accept Offers" function when selling

Anyone know how to turn this off?

I listed some programmes last week and made sure I unticked the "Accept Offers" option for all listings. As I was adding photos or tweaking the description, every time before the listing started it reverted to allowing offers and I dutifully unticked again.

Since my listings went live I have had numerous offers, mostly at half the starting price. I mentioned in my description that I never accept offers to end an auction early but I guess people either ignore this or don't read it. Clearly unchecking the option has no effect and ebay simply ignore my preferences and allow offers on every auction.

i always preview my listing first and sometimes it is there then at least you can go back and uncheck the box before listing it.
