I'd take a guess at Birmingham but there are loads of other clubs that have been nicknamed 'The Blues' over the years.

I presume there is no makers mark on the reverse to perhaps narrow it down a bit?

So would I Bispham.

The manufacturer is A White, Birmingham I believe, and that looks remarkably like a golliwog's head. Am I allowed to say golliwog????

Somewhere will know better than me, but weren't they manufactured there?

Lovely badge.
It's almost certainly Brum, but still generic enough to enhance anyone's collection whose team plays in blue & white.

I've been long looking out for an amber & black one with the "Good Luck Boys" (or something like) motto on it.
